The fact that it causes 100 usage to obs alone on high doesn't make sense to me since the application isn't requiring it. Thus, in theory, just making sure no other programs hog resources that will result in taking away resources that would be needed by obs. Go to settings/update & security/recovery As far as I know this setting should prioritize obs for cpu processing.
